How to Make a PDF Searchable (the Google Docs OCR route)

Updated 2026-09-06 · DocsAll Guides

Quick answer: a PDF is not searchable because it is a scanned image (text is pixels, not characters). Google Drive's "Open with → Google Docs" runs OCR on it — the converted text becomes searchable and copyable.

The Google Docs OCR route

  1. Upload the scanned PDF to Google Drive
  2. Right-click → Open with → Google Docs
  3. Google OCRs it: recognized text sits above the page image
  4. File → Download as PDF/Word — the new file is searchable

Limits of this route

  • Mediocre Chinese recognition: Google OCR handles English far better than Chinese; error rates rise noticeably
  • Layout loss: recognized text reflows line by line; original layout is gone
  • Manual, one file at a time: batches mean clicking through every file

Better alternatives

  • Chinese scans: run Image OCR in your browser first — processing stays on your device (good for contracts and IDs), then lay it out in Google Docs
  • Batch jobs: OCR page by page, then recombine with Merge PDF

How to check if a PDF is searchable

Try selecting text in a PDF reader: selectable and copyable = text layer exists; nothing selects = pure image scan.

FAQ

OCR output has many wrong characters — now what? Always proofread OCR results, especially numbers, names and addresses. For Chinese scans, compare two OCR engines.
